IPCC must carry out 2005 Dzaiddin reforms, says Tok Mat
PETALING JAYA: The Independent Police Conduct Commission (IPCC) Bill must realise the reforms mooted in the 2005 Dzaiddin Report on the operations of the police, says an Umno leader.
Umno deputy president Mohamad Hasan said the IPCC must be balanced by a commitment to improving the salaries, welfare and skills of police officers.
He was commenting on reports that the IPCC Bill will be presented for a second reading during the current parliamentary sitting.
The IPCC Bill was introduced in 2020 to replace the Independent Police Complaints and Misconduct Commission (IPCMC) Bill that had been tabled in Parliament by the Pakatan Harapan government in 2019.
Mohamad said the IPCMC had faced objections from members of the force and questioned if the IPCC had been thoroughly discussed with stakeholders.
The IPCC must get the buy-in of the police force or it would not succeed.
Mohamad said the recommendations of the 2005 royal commission of inquiry into police operations, headed by former chief justice Mohamed Dzaiddin Abdullah, had yet to be implemented.
The 600-page Dzaiddin Report included 125 recommendations to improve the operations of the police force.
“The IPCMC or IPCC is just one of the recommendations. Many other recommendations on human resources, welfare, distribution of power and holistic reforms must be carried out to ensure our police force becomes world-class,” Mohamad said.
He urged the government to table its plans for the improvement and modernisation of the police force.
A member of the Dzaiddin commission, Kuthubul Zaman Bukhari, had previously questioned if any of the recommendations had been accepted and implemented. - FMT
