Putrajaya to review build-then-sell scheme

BANTING: Dr Mahathir Mohamad says Putrajaya will review the build-then-sell (BTS) scheme for property ownership this year, which he expects to reduce property oversupply and mitigate the risk to property owners.
At the opening of the Gamuda Industrialised Building System (IBS) factory in Banting today, the prime minister said the National Housing Policy (2018-2025), which focuses on social housing issues at the local community level, has been implemented in a fragmented way by federal, state and local governments or agencies.
He added that dependence on the private sector had led to constraints in supply and demand due to poor locations, affordability levels, and the need to manage profit against meeting the needs of the people.
He said the state and federal governments would have to collaborate and unlock land at more strategic locations.
Mahathir also said developers would be guided by criteria in building quality affordable homes for the bottom 40 or B40 group, such as built-up areas of not less than 900 sq ft with the necessary facilities and infrastructure.
Meanwhile, he said, digital technology and innovation such as IBS would pave the way to meet the demand for affordable homes, in line with the Industrial Revolution 4.0.
“The use of IBS, which comprises Building Information Modelling (BIM), an online design tool coupled with IBS in public housing projects, will help the government meet its target of one million affordable homes over a period of 10 years,” he said.
With the IBS, architects, engineers and designers work on building designs while the BIM model is set up in a shared cloud-based environment. This, in turn, cuts down construction time.
It is also said to be able to up-skill the national workforce while reducing the need for manual labour and the number of unskilled foreign workers. - FMT
