Wan Saiful labels critics of KWAN issue 'kluster merungut'

KUALA LUMPUR: Those who complained about allocation from the National Trust Fund or Kumpulan Wang Amanah Negara (KWAN) being used for the procurement of Covid-19 vaccines have been inconsistent in issuing their opinions.

Parti Pribumi Bersatu Malaysia (Bersatu) information chief Datuk Wan Saiful Wan Jan said the group he labelled as "kluster merungut" (complaining cluster) had been vocal on questioning KWAN's withdrawal, while previously fighting for members to withdraw from their Employees Provident Fund's (EPF) savings.

"This is an important matter involving national funds. However, the group has failed to have a proper discussion as it was adamant on complaining," he said in a statement today.

The government had on Wednesday gazetted the Emergency (National Trust Fund) (Amendment) Ordinance 2021 to allow the government to use its funds for vaccine procurement and expenses of the National Immunisation Programme (NIP).

According to the National Trust Fund (KWAN) Act 1988, it was paid through a consolidated fund and Petronas.

Former prime minister Datuk Seri Najib Razak was reported as saying KWAN could not be deemed as a petroleum fund even though Petronas was its biggest contributor.

"When I was the prime minister, there was no withdrawal made from KWAN as it is for the sake of the country's future," he said.

Wan Saiful, who is also the National Higher Education Fund Corporation (PTPTN) chairman said in a normal situation, both funds by KWAN and EPF should not be used as they were meant as savings for the future.

"However, the Covid-19 pandemic is an extraordinary era. We are all in a difficult situation. Some have lost their jobs while the small-and-medium enterprises, that make up 95 per cent of businesses in Malaysia, had to wind up. The people are suffering.

"Hence, in this difficult era, we have urged the government to allow EPF withdrawal for the members. Government then allowed such withdrawal to balance between the pressing needs of today and savings for the future," he said.- NST
