Not Good News For Cabinet Ministers



Tun Dr Mahathir said not satisfied with performance of Cabinet ministers 
since appointed to respective portfolios in new government
"I'm not satisfied. If possible, I want (things) settled yesterday, not today" 

present were Wan Azizah Mat Sabu, Guan Eng and Syed Saddiq 

Dr M lambasted some govt officials for delaying decisions 
they had to be transferred 

He said officials were not paid in last four months

"we are unable to meet 100% of our promises
damage in govt far worse 
some people delayed implementing our decisions 

there are officials still loyal to Najib
officers not getting salaries

when Cabinet take action, salary is paid, he said

issues discussed including level of people's satisfaction with govt

My comments : My advice to the new Cabinet is focus on the details of how to work with the Civil Service quickly. 

Here is one method only

On top of the daily grind at the office, develop a priorities list.

Call your different Heads of whatever departments, divisions etc. 
Get them to each prepare a Top 20 list of priorities for the week / month.
(Depending on the urgency of your Ministry).
Sit with them one to one and go through their lists.
Determine fastest deliverables, time lines, milesones to complete those lists.
Get them to state their action steps and to commit exactly how they will achieve those things.
Delegate quickly, monitor and follow through.
The emphasis is not to stress them but to help achieve those lists.

Get the Dept Heads to do the same with their managers.
Each manager should develop their own Top 20 for the week / month.
Repeat the same process.

This is just one method. 

Large organisations like the Civil Service usually undertake repetitive functions.
Ministries usually have established SOPs.
Too many details tend to add to the clutter.
Compartmentalisation, dividing work, delegating and close monitoring should help.

There is a catch. Maybe a big one. Few of the Ministers have extensive experience working in or managing large organisations.  They may not be 'content experts'. Here the Ministers must learn up their trades asap.

A Cabinet position cannot be a "learning on the job" type of thing.

A 747 Jumbo jet pilot should know how to take off, fly and land the jumbo jet. 
No such thing as "we can learn on the job".
Or "we can learn on the fly".
