Housing for foreign labour in Penang a reality soon
The Penang state executive council on housing has approved five projects for workers' housing to address complaints of social problems involving migrant workers, its chairperson Jagdeep Singh Deo said.
Jagdeep noted that his panel has received many complaints, including that 50 percent of some highrise housing projects being occupied by migrants.
"In fact, low-cost units can't be rented out to others, including locals, as stated in the application form but we don't have a proper law provision to act on errant house-owners," Jagdeep told reporters in Penang today.
"I think we need an amendment to the law to prohibit this as currently all the standard sale and purchase agreements have no specific provision on the matter," he added.
"Currently, we have around 200,000 migrant workers in Penang and the existing five projects (four on the mainland and one on the island ) can only house 10 percent of these workers and it's a good start," he said.
"It's a chicken-and-egg issue. If we are able to amend the law (to not allow low-cost unit owners to rent out to outsiders), then where would all the workers stay? That is why we are planning all this ahead," Jagdeep said.
He expressed hope that the amendment bill can be tabled during the coming Parliament sitting in July.
Jagdeep was referring to complaints made by the West Cassia community in Batu Kawan, Penang, on migrants workers in their vicinity.
The community wants the Housing and Local Government Ministry to intervene in the matter.
He noted that the West Cassia community has also contacted the Immigration Department with regard to the matter.
Although he did not elaborate, Jagdeep noted that there have always been social problems involving migrant workers.
Four projects approved
He said guidelines for workers' housing projects in 2015 to resolve the problem has been approved by the state exco and these projects would be open to both local and foreign workers.
"So far four housing projects, a total of 2,026 units, have been approved by the state government and these are supposed to cater for 21,280 workers.
"Juru, Permatang Tinggi, Bukit Minyak and Mukim 12 in South Seberang Perai are the sites for the projects," Jagdeep said.
"Of the four projects, the one in Bukit Minyak will soon be ready, with 70 percent of the project completed, providing 369 units for 6,642 workers.
"On the island, the project in Batu Maung provides 220 units for 3,000 workers," he added.
"The Penang Development Corporation has also earmarked two plots of land in Seberang Perai, at the North Science Park, and in Batu Kawan, making up 10 acres, for the purpose of workers' housing in the state." -Mkini
