Red tape hinders effort to obtain FOI documents, says Loo

freedom-of-information-(FOI)GEORGE TOWN: Obtaining documents via the freedom of information (FOI) enactment of Penang is both tedious and troublesome because of the amount of red tape involved, says state Gerakan acting youth chief Jason Loo.

He said the process to obtain information was not user-friendly and the long wait, coupled with the plethora of documents that needed to be filled-up and submitted, did not reflect the Penang Government’s pledge to be transparent about their dealings.

“Everyone is fed up, we had to wait for an hour to just apply for the documents.

“The staff at the counter did not know what to do. They were lost.

“In fact, the lady at the counter told me that her receipt software did not recognise payment for Freedom of Information Enactment (FOI) documents,” he told reporters at the state government office lobby in Komtar today.

Earlier, Loo applied for four documents related to the RM6.3 billion George Town-Butterworth Undersea Tunnel and three paired roads project under the FOI.

The first document requested for was the purchase agreement, that consists of awarding letters between the Penang Government and Consortium Zenith BUCG Sdn Bhd (CZBUCG). It was reported that (CZBUCG won a state government open tender for the third crossing and three-paired road project.)

The second document requested for was the list of companies that participated in the open tender for the Undersea Tunnel-three paired roads project while the third document was the awarding letter to the company undertaking the feasibility study i.e. also CZBUCG.

The last document was the itemised expenses for the detailed design, detailed environmental impact assessment, and feasibility study of the Undersea Tunnel component. The Penang government has so far only revealed the cost of the feasibility study for the tunnel at RM20 million.

Loo said he paid RM500 for the requested documents and has been told to check in again after one week.
