He suggested the committee could be formed along the lines of the National Economic Consultative Council comprising politicians, academics and bureaucrats as mooted by former prime minister Tun Dr Mahathir Mohamad, to ensure a decision by consensus and that “no one race or religion should be allowed to take all or win all.”

“This Consultative Committee in whatever name must be formed immediately towards finding and drafting a document to pave the way forward and out of the present political doldrums whereby all interest are taken care of and all fears and anxieties overcome,” Ti said in a statement.

He also suggested former prime minister Tun Abdullah Badawi and retired national police chief Tun Haniff Omar as panel members.

PAS president Datuk Seri Abdul Hadi Awang’s Bill to empower the Shariah courts to impose any punishment apart from the death sentence has been called the “hudud Bill” by critics from within and without the ruling BN.

Ti claimed that it was the first time in history for BN component parties to criticise their political partner Umno for expediting Hadi’s Bill to the top of the agenda in the Dewan Rakyat at its last meeting last month.

“Although the Prime Minister had attempted to appease component parties by saying that the Syariah Courts (Criminal Jurisdiction) Private Bill is not Hudud, many were not convinced,” Ti said.

He noted that academics and former high-ranking civil servants, including former Inspector-General of Police Tan Sri Rahim Noor, have warned that Hadi’s Bill may seem an ordinary amendment but is actually the key to opening the door to the implementation of harsh Islamic punishments.
