Women’s Ministry: Child Online Protection policy to be implemented
KUALA LUMPUR, June 16 — A child online protection policy will be handed over to various government agencies for implementation, the Women, Family and Community Development Ministry said today after an exposé on the distribution of child pornography and rape videos on Telegram.
The ministry said its Plan of Action on Child Online Protection (PTCOP), which was tabled and approved by the Cabinet in February 2015, would be handed over to the lead ministries and agencies including the Women, Family and Community Development Ministry, the Ministry of Science, Technology and Innovation, the Ministry of Education, the Ministry of Urban Wellbeing, Housing and Local Government, the Ministry of Home Affairs, the Malaysian Communications and Multimedia Commission (MCMC), the police, the Attorney-General’s Chambers, the Department of Social Welfare and the National Population and Family Development Board, but did not specify when this would be done.
“It is hoped that this PTCOP with its four main objectives and 20 strategies based on four aspects namely; advocacy, prevention, intervention and support service will be the catalyst in increasing the awareness and commitment of parents, teachers, community members and NGOs,” the Women, Family and Community Development Ministry told Malay Mail Online in a statement.
“This will also enable all stakeholders to develop a clear continuous of advocacy, prevention and early intervention and protective programmes that comply with international standards relating to child online protection.
“At the same time, the Ministry of Women, Family and Community Development will continue to work with various agencies to improve existing legislation,” the ministry added.
National news agency Bernama reported Women, Family and Community Development Minister Datuk Seri Rohani Abdul Karim as saying over a year ago in March 2015 that the PTCOP would be handed over to the lead ministries and agencies for implementation.
Malay Mail Online reported today the distribution of thousands of explicit images and videos of adult women, teenage schoolgirls in uniforms, as well as child pornography and what appears to be videos of actual sexual assaults in a dozen Malaysian groups and channels on Telegram, a pro-privacy secure messaging app.
